In June 1972, OSHA promulgated a new final standard that established an 8-hour TWA PEL of 5 f/cc and a ceiling limit of 10 f/cc. In response to a petition by the Industrial Union Department of the AFL-CIO, OSHA issued an Emergency Temporary Standard (ETS) on asbestos on December 7, 1971, which established a PEL of 5 f/cc as an 8-hour time-weighted average (TWA) and a peak exposure level of 10 f/cc. A 12 f/cc permissible exposure limit (PEL) for asbestos was included in the initial promulgation on (36 FR 10466) of OSHA standards pursuant to Section 6(a) of the Act. Asbestos rulemakings marked the early years of the Agency.
